Applying for the Draw| Bighorn Sheep Hunting

Applying for a bighorn sheep hunting permit in Utah is a highly competitive process, given the species’ once-in-a-lifetime hunt status and the limited number of permits issued annually. Understanding the application procedure, draw system, and strategies to enhance your chances is crucial for prospective hunters.

Obtain a Hunting License: All hunters must possess either a valid Basic Hunting License or a Combination License before applying for a permit.

Apply for the Draw: To participate in Utah’s sheep hunts, hunters must apply for permits through the Utah Division of Wildlife Resources (UDWR). The (UDWR) opens the application period for big game hunts, including bighorn sheep, in late March, with the deadline typically in late April.

For 2025, applications must be submitted by April 24 at 11:00 PM MST. Draw results are usually announced by the end of May.

Species-Specific Applications: Utah offers hunts for both Rocky Mountain and Desert Bighorn Sheep. Applicants can apply for both species but are limited to drawing one once-in-a-lifetime permit per year.

Residency Requirements: While residents have access to more permits, non-residents can still apply, though they are typically allocated only 10% of available permits .

Understand the Point System: Utah employs a hybrid draw system for once-in-a-lifetime species:

    • 50% of permits are awarded to applicants with the highest number of bonus points.
    • 50% are allocated through a random draw, with each bonus point providing an additional chance.

This system ensures that while long-term applicants have increased odds, newcomers still have a chance to draw a permit . In the instance when there is only one nonresident permit, that permit will be awarded in the random draw.

Sheep Population|Bighorn Sheep Hunting

Utah is home to a healthy and expanding population of bighorn sheep, with an estimated 3,000 to 3,500 individuals across the state. This includes both Rocky Mountain bighorn sheep, typically found in the northern and central mountainous regions, and desert bighorn sheep, which inhabit the arid canyonlands and southern desert ranges. Thanks to dedicated conservation efforts, transplants, and habitat management by the Utah Division of Wildlife Resources and partner organizations, bighorn sheep herds have rebounded from past declines. Utah offers limited-entry hunting opportunities for both subspecies, with carefully managed quotas to maintain herd health and sustainability. These populations are thriving in rugged, remote terrain, making for a true backcountry hunting adventure.

Bighorn sheep hunts in Utah boast high success rates:

  • Rocky Mountain Bighorn: Approximately 99% success rate.
  • Desert Bighorn: Approximately 82% success rate.

However, drawing a permit is challenging due to limited availability and high demand. For instance, in 2024, over 25,000 nonresident applicants vied for just 9 public draw nonresident permits, resulting in draw odds of 1 in 2,787.

Preparing For Your Hunt|Bighorn Sheep Hunting

Before hunting in Utah, ensure compliance with state regulations:

Hunter Education: Individuals born after December 31, 1965, must complete a hunter education course approved by the DWR. 

Licenses and Permits: A valid hunting license is required. Licenses can be purchased online or at authorized vendors. Permits must be drawn through the state draw or bought through a conservation organization.

Regulations: Familiarize yourself with the Utah Big Game Field Regulations to understand season dates, legal hunting methods, and other important rules.
